Residential Burglary 3/3/10 8:15 PM 10-0108

Police responded to the 300 blk of Duval Avenue for a report of a residential burglary.  The resident returned home in the evening and upon entering the residence confronted an unknown subject who fled out the rear door.  The subject is described as a male wearing a black hooded sweatshirt and dark pants.  The resident reported that nothing was taken. 

Retail Theft 2/9/10 2:00 PM 10-0070

Police received a complaint of an individual wandering inside the Mobil station acting strangely.  The officer responded to the area and stopped an individual who identified himself as Jeffrey E. Caddell, 25 yoa of San Diego California.  Mr. Caddell told the officer he was trying to get to Rockford but had no apparent transportation.  The officer searched Mr. Caddell and discovered some expensive jewelry that Caddell claimed he knew nothing about and a couple of items offered for sale at the business that were not paid for.  Caddell was arrested and charged with Retail Theft.

Possession of Cannabis and Drug Paraphernalia, 1/26/10 9:30 PM  10-0040

Police observed a vehicle traveling East on Rt. 72 towing a trailer without tail lights.  The officer stopped the vehicle on Market Street in River bend and spoke with the driver, David A. Schmidt 32 yoa of Genoa.  The canine team was on-hand and the drug sniffing dog alerted on the vehicle indicating the probable presence of cannabis.  The driver then surrendered a small amount of cannabis along with a pipe commonly used to ingest the substance.  Mr. Schmidt was arrested and charged with Unlawful Possession of Cannabis, (misdemeanor quantity) and Possession of Drug Paraphernalia.  He was released after posting bond.  

Possession of Cannabis, Felony 1/22/10 12:20 AM  10-0033

Police stopped a vehicle for having expired registration and spoke with the driver, Devin E. Squires 23 yoa of Cary.  The owner of the vehicle, Crystal L. Allen 34 yoa of Hampshire, was in the back seat too intoxicated to drive.  The canine team arrived and the dog alerted on the vehicle.  A subsequent search uncovered a felony amount of cannabis in the back seat area and a pipe used to ingest the substance. 

Ms. Allen was arrested and charged with Unlawful Possession of Cannabis and Possession of Drug Paraphernalia.  She was taken to jail to be held for bond and her vehicle was impounded and is subject to forfeiture.  Mr. Squires, the driver, was issued a warning for expired registration. 

Retail Theft, 1/17/10 11:20AM  10-0029

An individual was observed by store employees concealing a package of hair color in a carry bag and then walked out of the store without paying for it.  The store employee tried to confront the individual but she refused to speak with them about it and got into a car and drove away.  The police identified the woman as Lydia Chasteen, 19 yoa of Genoa, tracked her down and arrested her for retail theft.  The item was recovered and she was released after posting bond. 

 

 

Possession of Drug Paraphernalia, Driving While Suspended, 1/16/10 2:15 PM 10-0026

An officer was monitoring traffic near Derby line Road and Rt. 23 when a vehicle stopped to ask for directions.  A routine check on the registration revealed that the registered owner was suspended.  The officer stopped the vehicle on Derby line road and spoke with the driver, Austin J. Hall, 21 yoa of Lombard and confirmed that he was suspended.  The officer suspected that there may be drugs in the vehicle so the canine team conducted a search of the vehicle that uncovered a small amount of cannabis and a pipe commonly used to ingest the substance.  

 

New Laws Effective January 1st, 2010

Electronic Communication  625 ILCS 5/12-610.2

A driver may not operate a vehicle while texting.  Persons under the age of 18 are also prohibited from using a cell phone while driving.

No Phone Use in School/Construction Zones  625 ILCS 5/12-610.1

No person may use of wireless phone in a school or construction zone unless they have an emergency situation. 

Unauthorized Use of Handicapped Stickers Placards  625 ILCS 5/11-1301.2 & 1301.3 revised

A special parking decal for a person with disabilities is to be used only by the authorized holder.  Officers may now seize the decal from any person who uses it to commit a violation. 

Low Speed Vehicles  625 ILCS 5/1-140.7

A low speed vehicle is now defined as any 4 wheeled vehicle with a maximum speed greater than 20 but less than 25 mph.  These vehicles can be made street legal on streets with a speed limit of 30 miles per hour or less as long as they conform to federal motor vehicle safety standards.  A certificate of title and registration is required and the operator must have a valid driver’s license and insurance.  Cities may prohibit the operation of low speed vehicles on city streets by ordinance. 

Non-Highway Vehicles  625 ILCS 5/1-123.9 and revisions.

A non-highway vehicle is a motor vehicle not specifically designed to be used to be used on a public highway, i.e. Golf Cart.  The same standards that are currently applied to the operation of neighborhood vehicles on a street apply to all non-highway vehicles.  These include the following:

  • Non-Highway vehicles may not be operated on the street unless authorized by city ordinance if the local government determines that public safety will not be jeopardized. 
  • If authorized by local ordinance these vehicles may only be operated on streets with a speed limit less than 35 mph.
  • Operators must have a valid driver’s license and insurance.
  • They may not cross at intersections having a speed limit greater than 35 mph at the place of crossing.
  • Specific equipment requirement also exist.

Rail Road Crossing Enforcement  625 ILCS 5/1-105.2

The Illinois Commerce Commission, in cooperation with a municipality, may establish an automated enforcement of rail road crossing violations system in the municipality.

Disorderly Conduct  720 ILCS 5/26-1

Knowingly transmitted threats to school property or of violence directed at any person(s) at school, school functions or events is now a Class 4 felony.   

 

Cyberstalking  720 ILCS 5/12-7.3   

A person commits stalking when they engage in a course of conduct directed at a specific person and that the offender knows that that the course of conduct would cause a reasonable person to  (1) fear for their safety or (2) suffer emotional distress.  Stalking by electronic means is Cyberstalking.

Gang Recruitment of a Minor 720 ILCS 5/12-6.4  

A person commits the offense when they threaten the use of physical force to coerce, solicit, recruit or induce another person to join or remain a member of a street gang.  This statute section specifically addresses threats conveyed over the internet or through electronic means. 

Tinted Windows  625 ILCS 5/12-503

Makes it a crime to install window tinting that is in violation of state law.  Tinting of front or side windows adjacent to the driver and passenger is unlawful unless the owner/operator has a medical condition requiring such tinting as prescribed by a physician.  Requires installers to retain a copy of the medical prescription in their permanent records. 

Driving While Suspended, Warrant Arrest 1/13/10  10PM  10-0022

Police observed a vehicle traveling East on Main Street and discovered that the registered owner was suspended.  The officer stopped the car and spoke with the driver, Nicole A. Knippschild-Beard 26 yoa of Elgin and discovered that she was suspended and was wanted out of Kane County for misuse of a credit card.  Officers also discovered that the backseat passenger, William A. Beard 29 yoa of Elgin was wanted out of Boone County for Failure to Appear for possession of drug paraphernalia.  Knippschild-Beard was processed and released after posting bond.  William Beard was taken to jail.  The vehicle was impounded and towed from the scene. 

 

 

 

Burglary, 1/9/10  7:00 PM 10-0014

Police responded to an alarm at the Illinois Community Credit Union, 511 West Main Street Genoa on Friday evening and found a break-in.  Substantial damage was done inside the building and a large amount of cash was reported taken from this financial institution.  County and Federal authorities were called in to assist with the crime scene and officers searched the area for hours seeking a likely suspect.  Saturday morning the suspect in this case, Rodger McCoy 49 yoa of Genoa turned himself into police, over $67,000 in cash was recovered.  He is currently charged with felony counts of Burglary, Theft and Criminal Damage to Property and is being held in the county jail.  Federal Authorities are expected to file charges and take custody of Mr. McCoy Monday. 

 

Driving While Suspended 1/2/09 5:20 PM   10-0005

Police observed a vehicle heading West on Derby line road and the officer discovered that the registered owner, LouAnn Acker 51 yoa of Belvidere was suspended for driving without insurance.  The registration on the vehicle was also suspended.  The officer stopped the vehicle on Madison Street and spoke with the driver, Ms. Acker.  She was arrested for driving while suspended, processed at the police department and released on bond.  Her vehicle was impounded and towed from the scene.

 

Driving without a License  1/3/09  10PM  10-0007

Police observed a vehicle heading East on Main street and discovered that the registered owner did not have a driver’s license.  The officer stopped the vehicle and spoke with the driver, Jhony Prieto-Sanchez 24 yoa of Carol Stream.  The officer confirmed that Mr. Prieto-Sanchez did not have a driver’s license.  His vehicle was impounded and towed from the scene. 

Driving Without a License, 12/29/09 4:30 PM  09-0953

Police observed a speeding vehicle traveling West on Main street near the Middle School.  The officer stopped the vehicle and spoke with the driver, Herber S. Galvan 27 yoa of Belvedere.  Mr. Galvan told the officer that he did not have a drivers license.  The officer confirmed this and then cited Mr. Galvan for the violations and impounded his vehicle. 

Driving Under the Influence of Alcohol, 12/19/09 2:00 AM  09-0934

Police observed a vehicle traveling East on Rt. 72 and exceeding the speed limit.  The officer followed the vehicle into town and observed it make a turn onto State street without using a turn signal and nearly striking a utility pole.  The officer stopped the car and spoke with the driver, Jessica L. Odom, 22 yoa of Genoa.  Ms. Odom showed signs of alcohol impairment and after investigating further the officer placed her under arrest for DUI.  Her car was impounded and towed from the scene.  She was released after posting bond. 

 

Domestic Battery, Possession of Cannabis 12/8/09  2:25 AM  09-0907

Police responded to 110 Prairie Street for a fight call.  When the officer arrived he spoke with a neighbor who said that he intervened in a domestic dispute involving Ronald L. Buckholt 49 yoa of Bloomingdale and a female who lives at 110 Prairie.  Mr. Buckhold was injured as the result and was taken to the hospital for treatment.  He was subsequently charged with Domestic Battery on a complaint from the woman.  He was also charged with Unlawful Possession of Cannabis after police discovered a quantity of the plant material in his belongings.

Criminal Sexual Assault from May 2004 Arrest 12/2/09 Case 07-0925

In December of 2007 the mother of a then 11 year old child reported to police that her daughter was the victim of what amounted to Criminal Sexual Assault during the summer of 2004 when the female victim was 8 years old.  A lengthy and complicated investigation resulted in which police were assisted by the Children’s Advocacy Center.  Evidence was uncovered that supported 12 counts of Predatory Criminal Sexual Assault of a Child against Timothy L. Munk 49 yoa of Sycamore.  An arrest warrant was issued and Mr. Munk was arrested by Sycamore Police on December 2nd. 2009.

 

 

Fraud, reported 12/1/09 09-0984

Police are seeking information on the person or persons responsible for the fraudulent sale of pork chop dinner tickets purported to benefit the boys basketball program.  A male white teenage subject sold tickets at $10 each, door to door, in the Genoa area on or about the first week of November for redemption on Tuesday December 1st, 2009.  Anyone having been victimized or having information on this crime is asked to contact Genoa Police. 

No Drivers License 11/21/09  11:30 OM  09-0873

Police stopped a car for a loud exhaust on Rt. 23 at Resource drive.  The driver produced a Mexican Identification card that stated he was Humberto Carreon 19 yoa of Carpentersville.  He was cited for driving without a driver’s license and for driving without insurance.  His vehicle was impounded and towed from the scene. 

 

Possession of Drug Paraphernalia, No insurance, Speeding 11/21/09  1:50 AM  09-0872

Police stopped a vehicle that was driving East bound near the high school for speeding.  The driver of the vehicle, Fernando E. Quijano 19 yoa of Bartlett did not have proof of insurance.  The officer also noticed the distinct odor of cannabis and deployed the police canine to conduct a search of the vehicle.  A pipe commonly used to ingest cannabis was found in the vehicle.  Mr. Quijano was released after posting bond.
