2/3/12 11:02 P.M. Possession of Cannabis/Possession of Drug
Paraphernalia 12-0058
Police stopped a vehicle at Route 72 and Market Street. Officer could smell a strong odor of burnt cannabis coming from the vehicle. Officers spoke with the driver who admitted to possession of a small amount of marijuana and drug paraphernalia. Briana R Vera 19 yoa of Elgin was given citations for Possession of Marijuana and Possession of Drug Paraphernalia. Jennifer R. Ang 19 yoa of Elgin and David O. Esquibias 20 yoa of Elgin were passengers in the vehicle and issued citations for Possession of Cannabis.
2/4/12 9:47 P.M. Improper Lane Usage/ DUI 12-0060
Police were notified of a driving complaint from a citizen following a vehicle. Police followed the vehicle and pulled it over after it crossed the center lane. Officer could smell an odor of alcohol coming from the driver and administered standardized field sobriety test. The driver, Armando Rodriguez 31 yoa of Genoa was arrested for Improper Lane Usage and Driving Under the Influence of alcohol.
1/28/12 Burglary 12-0048
The Genoa Police Department is seeking any information
into a burglary that occurred Saturday night between the hours of 1:30 A.M.
and 11:59 A.M. to a business in the 300 Block of West Main. Anyone with
information is asked to call the Genoa Police Department at (815)784-6633.
1/28/12 6:05 P.M. Domestic Battery 12-0049
Genoa Police were called to the 300 Block of West Hill Street for a Domestic Dispute. Upon arrival Officers observed an injury to a family member and arrested Thomas A. Berott 39 yoa of Genoa. Mr. Berott was transported to the DeKalb County Jail where he is pending a bond hearing.
1/26/12 11:49 A.M. Aggravated Battery 12-0042
Glenn G. Willie, 31 yoa of Genoa turned himself in on a
Warrant for Aggravated Battery. Mr. Willie was able to post $5,000.00 bond
and was released with a court date.
01/22/12 Driving Under the Influence 12-0034
While an Officer was assisting another agency on an emergency stop,
vehicle driven by Richard A. Lange, 36 yoa, of Genoa failed to reduce speed
and swerved around almost striking emergency vehicles.
Mr. Lange did not stop for emergency lights and siren until pulling
into his driveway. Mr. Lange was
ticketed for failure to yield and reduce speed for emergency vehicles and
Driving Under the Influence.
01/13/12 Obstructing a Police Officer 12-0016
Officers received a report of a Violation of an Order of
Protection. While investigating,
Matthew A. Carty, 30 yoa, of Genoa obstructed the investigation into the
Violation of Order of Protection. Mr.
Carty was arrested for Obstructing a Police Officer and was released on an
I-Bond with a court date.
01/12/12 2:25 A.M. Aggravated Battery 12-0011
Police were called to the 900 Block of Wilshire Drive for an injury to a male subject caused by a knife. Upon arrival the Officer observed a 52 year old male subject with a stab wound to the lower abdomen. The victim also had injuries to his face that were the result of a fight. The victim was taken by ambulance to Kishwaukee Hospital and later flown to Rockford Memorial where he is being treated for the injuries caused by the altercation.
The victim did give information on a possible offender prior to being transported to Kishwaukee Hospital. Police notified Elgin Police Department of the name of the possible offender and an address. Elgin Police stopped the vehicle and detained the suspect.
DeKalb County was called to assist the Genoa Police Department with this investigation. Further details will be released as they become available.
The DeKalb County Sheriff's Department interviewed the suspects in this case. See DeKalb County press release for charges and offender information.
1/2/12 3:52 P.M. Driving Under
Influence Warrant #12-0002
While conducting stationary patrol Officers were notified by DeKalb
County Communications that a registered vehicle’s owner was wanted out of
Kane County on a Warrant for Driving Under the Influence. The warrant was
confirmed through Kane County and Officers made contact with Lisa L.
Zuberbier, 48, yoa, of Genoa at her residence.
Ms. Zuberbier was arrested and released on $1000.00 bond with a court
date of January 27, 2012.
1/1/12 7:10 P.M. Domestic
Battery #12-0001
Police responded to the 100 block of N Brown Street for a domestic
disturbance. Upon arrival it was
reported to Police that Paul R. Lancaste, 30 yoa, of Kingston had kicked in
the door of a residence causing injury to person inside.
Mr. Lancaste was arrested and transported to DeKalb County
Corrections.
12/28/11 3:50 P.M. Driving While License
Suspended/No Insurance 11-0684
Police ran a registration check on a vehicle and discovered the registered owner to have a Suspended Driver License. Police pulled the vehicle over and charged the Driver, John P. Rodriquez 37 YOA of Genoa, with Driving While License Suspended and No Proof of Insurance.
12/28/11 1:31 A.M. Driving While License
Suspended 11-0862
Police stopped a vehicle in the parking lot of Country View Apartments. The driver of the Vehicle, Ramirez J. Lopez, 20 YOA of Genoa, had a suspended drivers license. Mr. Lopez was arrested for Driving While License Suspended and released after posting bond.
12/24/11 2:25 P.M. Warrant Arrest 11-0856
Police stopped a vehicle for speeding at Illinois Route 72 and Market Street and found the driver, Terence Kirkpatrick 24 YOA of DeKalb, had a warrant. Mr. Kirkpatrick was unable to post bond and was transported to the DeKalb County Jail.
12/21/11 3:04 P.M. Warrant /
Suspended Registration #11-0850
While on patrol and conducting registration checks, Officer was
informed of a suspended registration for non-insurance.
The response also revealed that the registered owner and driver, Jose
Luis Gallardo, 32 yoa, of Genoa had a warrant from Kane County for Driving
While License Suspended. Mr.
Gallardo was able to post bond and was released.
12/20/11 9:23 P.M. Warrant
Arrest #11-0849
Officers responded to the 100 block of Prairie for a report of two
suspicious males entering a residence through a window. When Officers
arrived at the address they were informed one of the males lives at the
address and were entering through the window because they were locked out.
Officer advised DeKalb County Communications of the names of the individuals
and discovered Matthew L. Konieczki-Strong, 24 yoa, of Chicago had a Warrant
for his Arrest out of Boone County.
Mr. Konieczki-Strong was not able to post bond and was transported to
DeKalb County Jail.
12/15/11 10:50 P.M. Possession of Cannabis / Warrant #11-0836
Officer arrested Carrie A. Jones, 31 yoa, of Genoa on a Warrant for Illegal Use of Intoxicating Compounds & Obstructing Justice. While making the arrest Police discovered Ms. Jones was in possession of cannabis. Police added the charge of Possession of Cannabis and Ms. Jones was issued an I-Bond for the Possession of Cannabis charge and transported to DeKalb County Corrections for the Warrant Arrests.
12/16/11 11:30 P.M. Contributing
to the Delinquency of a Minor
#11-0839
Officers responded to a report of three juveniles setting off fireworks.
When Officer arrived at the scene they observed three juveniles running into
an apartment building. Officers
went into the apartment building and requested to search an apartment they
believed the juveniles to be in. The search resulted in an arrest of Michael
J. Busche, 21 yoa, of Genoa for Contributing to the Delinquency of a Minor
for serving juveniles alcohol and one juvenile was issued a City Ordinance
ticket for Public Intoxication.
12/10/11 No Valid Driver’s License #11-0821
While on routine patrol Officer observed vehicle disregard the stop sign at
the intersection of Rt. 23 and Derby Line and drive through the intersection
while another vehicle was stopped at the sign.
Officer conducted a traffic stop and the driver, Randy Pallares, 21
yoa, of Mundelein was issued citations for Disobeying a Stop Sign, No Valid
Driver’s License, and No Insurance.
12/9/11 12:27 P.M.
Genoa Middle School Incident 11-0817
The Genoa Police Department was called to the Genoa Kingston Middle School for a perceived threat to Genoa Middle School Students and Staff. The school was placed on lockdown for the safety of students and staff at the Middle School. School staff searched any suspected lockers and questioned students that may have been involved. DeKalb County Sheriff’s Department and Kingston Police Department assisted in security. When Police and school staff determined it was safe, the lockdown was lifted.
Further investigation continues with Genoa Police Department and Genoa Kingston School staff. The student(s) that are responsible will be charged and School District Authorities will discipline.

Theft #11-0809
Officer served a
Warrant for Failure to Appear to Cindy P. Napiorkowski, 32 yoa, of Genoa.
Ms. Napiorkowski was able to post $450.00 bond and received a new
court date.
12/02/11 Driving Under
the Influence #11-0803
Officer was dispatched to assist County locate a reckless driver.
The vehicle was immediately located and the driver stopped for
questioning. The driver appeared
to be dazed and confused and did not know what town he was driving in.
Michael R. Torrance, 24 yoa, of Marengo was arrested for Driving
Under the Influence. Mr.
Torrance was able to post bond and was released to another driver.
11/30/11 8:23 P.M. Domestic Battery #11-0799
Officer called to the 200 block of S Stott for a Domestic Dispute in progress. Upon arrival the Officer was informed of a battery that had taken place and the individual wished to press charges. Darren G. Guntermann, 45 yoa, of Genoa was arrested for Domestic Battery and transported to DeKalb County Corrections.
11/28/11 12:30 A.M. Driving While License Suspended/Revoked 11-0791
Officer conducted a traffic stop on a vehicle driving 47 mph in a 35 mph zone. DeKalb County Communications informed the Officer that the driver’s license had been suspended for Driving Under the Influence. Patric L. Barnes, Jr., 24 yoa, of Dekalb was arrested for Driving While License Suspended/Revoked and released on an I-Bond.
11/27/11 1:23 A.M. Theft 11-0789
While on routine patrol an Officer observed a suspicious vehicle on the railroad between Prairie and Robinson. While approaching the vehicle two of the suspects ran on foot leaving the driver of the vehicle at the scene. Windy J. Milligan, 28 yoa, of Milaca, MN was arrested for Theft over $500.00 after the Officer found stolen copper wire in and around the vehicle. One of the suspects that fled was later identified as James V. Milligan, 37 yoa, of Milaca, MN. A warrant has been issued for Mr. Milligan’s arrest.
11/24/11 12:12 A.M. Failure to Appear Warrant 11-0779
Police received a call of a suspicious person in the 100 block of S Emmett. An Officer located the person who appeared to be very intoxicated. While being questioned the individual confessed to having a warrant out for his arrest. The Officer confirmed this information and placed Aaron S. McMurray, 32 yoa, of Sycamore under arrest for Failure to Appear in Court Warrant. Mr. Murray could not post bond and was transported to DeKalb County Corrections.
11/23/11 12:35 A.M. Driving While License Suspended / Operating Vehicle When Registration Suspended for No Insurance #11-0777
While on routine patrol an Officer observed a vehicle drive by that had its Registration Suspended for No Insurance. The Officer conducted a traffic stop and noted the driver, Walter B. Demings, 21 yoa, of Genoa was Driving While License Suspended. Mr. Deming was able to post bond.
11/20/11 6:45 P.M. Battery #110-0773
Officer responded to a report of a delivery person being battered while making a delivery in the 300 block of W Hill. After investigation Jeffrey M. Billingslea, 20 yoa, of Genoa was arrested for Battery, issued an I-Bond and upcoming court date.
11/19/11 3:43 A.M. Driving Under the Influence of Alcohol #11-0769
Officer observed a man lying on the ground next to a vehicle in the 300 block of Monroe Street. The man identified himself as William R. Miller, 22 yoa of DeKalb. The Officer conducted field sobriety tests on Mr. Miller which he failed. Mr. Miller was placed under arrest for Driving Under the Influence of Alcohol and Brac over .08. He was unable to post bond and was transported to DeKalb County Corrections.
11/18/11 7:45 P.M. Contributing to the Delinquency of a Minor #11-0742
On November 6th Officers responded to a complaint of a loud party in the 300 block of West Hill. When Officers arrived some juveniles were seen fleeing on foot. An investigation determined that some of the juvenile were 15 yoa and older. On November 18 Matthew Carty, 30 yoa, of Genoa turned himself into the Genoa Police Department on Criminal Complaint of Contributing to the Delinquency of a Minor. Mr. Carty was released on an I-Bond.
11/07/11 9:03 P.M. Warrant Arrest #11-0745
Officer went to the home of Christopher D. Rasmussen, 34 yoa, of Genoa for a warrant for Failure to Appear. Mr. Rasmussen was unable to post bond and transported to the DeKalb County Jail.
11/06/11 1:30 A.M. Illegal Consumption of Liquor by Minors #11-0742
Police received a report of a fight in progress at an apartment in the 300 block of W Hill. As Officers arrived some of the juveniles ran from the scene, the Officers were able to locate two juveniles and both were issued City Ordinance tickets for Public Intoxication and one was referred for Juvenile Prosecution for Obstructing a Peace Officer.
11/05/11 10:13 P.M. Driving While Drivers License Revoked 11-0740
Police received a call that a revoked driver was seen driving north bound on Rt. 23 towards Genoa. Officer spotted the vehicle driving into town, confirmed the registered owner was revoked and conducted a traffic stop. The driver, David R. Manske, 44 yoa, of Poplar Grove was arrested for Driving While Drivers License Revoked. Mr. Manske was able to post bond and was released.
11/05/11 1:21 A.M. Warrant Arrest #11-0738
While on foot patrol of the downtown area Officers noticed an individual walking into a business who was known to have an outstanding warrant for Failure to Appear. The Officer arrested Troy M. Muench, 26 yoa, of Genoa as he was exiting through the back door of the business. Mr. Muench was able to post bond and was released with a new court date.
10/29/11 1:07 A.M. Flee / Aggravated Fleeing to Elude Police, Driving With License Revoked, Operating an Uninsured Vehicle, Speeding, Disobeying Traffic Control Device, and Driving Without Lights When Required #11-0722
While on patrol Officer noticed a motorcycle being driven by a subject arrested in the past for driving on a revoked license. The Officer pulled over Paul R. Lopez, 31 yoa, of Genoa and just as he was exiting his vehicle to question him, Mr. Lopez drove away. While fleeing the police Mr. Lopez failed to stop at stop signs, droved without lights and through yards until he crashed. He then ran on foot and hid from police. The Officer located Mr. Lopez with the assistance of two Officers from surrounding communities. Mr. Lopez was cited with Aggravated Fleeing to Elude Police, Driving With License Revoked, Operating an Uninsured Vehicle, Speeding, Driving with Lights When Required, and two counts of Disobeying a Traffic Controlled Device. The motorcycle was towed and Mr. Lopez was transported to DeKalb County Jail pending a hearing.
10/30/11 9:00 P.M. Aggravated Battery / Resisting Arrest / Criminal Damage to State Supported Property 11-0725
Officer responded to two domestic calls involving the same disorderly individual, Lisa F. Rogers, 40 yoa, of Genoa. Ms. Rogers was arrested for Aggravated Battery, Resisting Arrest, and Criminal Damage to State Supported Property. She was also issued a City citation for Disorderly Conduct.
10/28/11 06:48 A.M. Driving While License Suspended and Suspended Registration 11-0719
While on radar patrol Officer conducted a registration check on a vehicle driven by Jose L. Gallardo, 32 YOA, of Genoa. The registration check confirmed Mr. Gallardo to be driving on a suspended license and the registration was suspended as well. Mr. Gallardo was arrested for Driving While License Suspended and Suspended Registration. He was released on an I-Bond.
10/29/11 2:30 P.M. Warrant Arrest 11-0715
On 10/29/11 Lauri J. Dailey F/W 31 YOA of Genoa came to the Police Department to turn herself in on an outstanding Warrant. Mrs. Dailey was able to post bond and was released with another court date.
10/27/11 7:58 P.M. Driving with a Revoked Drivers License 11-0717
Police were patrolling Chamberlain Park and observed a vehicle in the parking lot. Officer ran the driver of the vehicle and it showed his driver’s license was revoked. Jorge Gomez-Morales M/W 28 YOA of Elgin was arrested for driving with a revoked driver’s license and was released with a court date.
10/26/11 10:33 P.M. Domestic Battery 11-0714
Police responded to the 100 Block of Robinson Street for a domestic situation. When the police arrived they noticed signs that a Domestic Battery had occurred and arrested the Offender. Johnathon E. Delnagro M/W 33 YOA of Genoa was arrested for Domestic Battery and was transported to the DeKalb County Jail where he was pending a bond hearing in front of a Judge.
10/19/11 5:13 P.M. FTA Warrant Arrest 11-0700
Police made contact with a subject believed to have a warrant out of DeKalb City for Failure to Appear. Officer confirmed the warrant with DeKalb County Communications and Michael J. Vlcek, 22 YOA, of DeKalb was arrested and transported to DeKalb County Corrections to await bond.
10/14/11 9:55 P.M. Domestic Battery 11-0689
Police responded to the 100 block of Prairie for a report of a physical domestic. Upon arrival Officer spoke with the victim who stated she and her boyfriend had an argument that became physical when he pushed and slapped her. Cody D. Jacobson, 23 YOA, of Genoa was arrested for Domestic Battery and transported to DeKalb County.
Police K-9 Fundraiser
The Genoa Police Department would like to thank all the sponsors and public that came out to support the Genoa Police K-9 fundraising event on October 8, 2011. We held the fundraiser at the Genoa Veterans Home in Genoa and were able to raise $2,481 toward the purchase of a new K-9 for the Genoa Police Department.

10/11/11 3:04 P.M. FTA Warrant Arrest #11-0683
Officer observed Shawn M. Roper, 26 yoa, of Genoa driving south bound on Rt. 23. The officer believed Mr. Roper to have an active warrant for burglary out of DeKalb County. DeKalb County confirmed the warrant and Mr. Roper was pulled over, advised of the warrant and bond amount of $2,500.00. Mr. Roper was unable to make bond, was arrested and transported to DeKalb County Corrections.
10/07/11 FTA Warrant Arrest #11-0670
Police responded to a 911 Hang up call for a domestic dispute. After the Officer spoke with all the individuals involved he was notified by DeKalb County Communications that one of the individuals had an active Warrant out of Kane County. Ronald J. Vollink, 53 yoa, of Genoa was arrested Failure to Appear in Kane County. Mr. Vollink was able to post bond and was released.
10/06/11 FTA Warrant Arrest #11-0664
Officer went to the 300 hundred block of W Hill in an attempt to pick up Jeffrey M. Billinglsea, 20 yoa, of Genoa on a Warrant for Failure to Appear. Mr. Billinglsea was able to post bond and was released with a court date of November 3, 2011.
10/06/11 12:36 P.M. Possession of Explosives or Explosive or Incendiary Devices, Unlawful Use of Intoxicating Compounds, and Resisting Arrest #11-0666
Officer responded to a suspicious person call in the 300 block of E Main’s alley. The suspicious person was located in the back seat of a car huffing propane from a Coleman propane tank. The offender, Carrie A. Jones, 31 YOA, of Genoa having locked herself in the vehicle, refused to exit it and continued to huff from the propane tank. As the Officer gained entry and attempted to remove Ms. Jones from the car, the propane tank began to spew in his face. Ms. Jones had released the top and the propane was discharging freely. Ms. Jones was arrested for Unlawful Use of Intoxicating Compounds, Resisting, and Possession of Explosives or Explosive or Incendiary Devices.
10/5/11 3:45 P.M. Structure Fire 11-0663
The Genoa Police Department with the assistance of the DeKalb County Sheriff’s Department responded to 200 block of S. Genoa Street for a structure fire. Upon the arrival of Officers the front of the residence was fully involved. The Genoa-Kingston Fire Department responded and was assisted by 13 agencies to fight the fire. The fire spread to the rest of the residence. There were no injuries as a result of the fire. There was damage to adjacent structures as a result of the fire. The fire is under investigation by the Genoa Police Department and Fire Department with the assistance of the State Fire Marshall’s Office.

10/02/11 3:50 P.M. Criminal Trespass #11-0660
Police were called to the 100 block E Main Street for a report of Trespass. The owner of the property reported that a woman rode her bike onto his property and began cussing at him and his guests. He requested she leave and she began throwing sticks at him. Carrie A. Jones, F/W 31 yoa of Genoa was arrested for Criminal Trespass. Ms. Jones was transported to DeKalb County Corrections.
9/30/11 10:58 P.M. Reckless Driving #11-0658
While on routine patrol an Officer observed a white car driving at a high rate of speed on North Sycamore Street. It did not stop for the stop sign at First Street and continued westbound onto Second Street. The Officer activated his emergency lights while attempting to catch up to the vehicle when a second red car was also seen driving at a high rate of speed and ignoring the stop sign at N State and Second Street. Both vehicles were headed northbound on N State Road at speeds of 80 to 100 mph and greater. It appeared the vehicles noticed the emergency lights and the first car locked up his brakes causing the second car to swerve to the left into the southbound lane to avoid hitting the first car. The Officer had to apply brakes and swerve to the right to prevent colliding with either car. The white car continued on to turn left onto Pine Drive and out of sight. The red car pulled off to the right and stopped. The Officer requested the occupants to call the driver of the white car to tell him to return. Within a couple of minutes the first white car returned. Both drivers, Luke P Schumacher, 18 yoa, of Genoa and a juvenile, 17 yoa, also of Genoa were issued citations for speed and disobeying stop signs.
09/28/11 1:50 P.M. Accident 11-0653
Officer was called to the scene of a two vehicle accident in the 200 block of W Main Street. Driver reported to have lost her brakes and hit an unoccupied parked vehicle. The driver was transported to Kishwaukee Hospital and her vehicle was towed.
09/19/11 A.M. Unlawful Use of Intoxicating Compounds, Criminal Trespass, & Theft #11-0641
Police received a report of a woman unlawfully removing a propane tank from a local business and using the tank for intoxicating purposes. When police arrived the woman was sitting on the tank and refused to stop or let go of the tank. The woman had been given prior notice from the business that she was not to be on the property. Carrie Jones, F/W 31 yoa, of Genoa was arrested for Unlawful Use of Intoxicating Compounds, Theft, and Criminal Trespass. Ms. Jones was unable to post bond and was transported to DeKalb County Corrections.
09/18/11 Accident #11-0638
Officer responded to a two car collision at the corner of Washington and Main. No injuries were reported and both vehicles were drivable.
09/17/11 Warrant Arrest #11-0636
Police pulled a vehicle over for driving with one headlamp. While on the stop the Officer recognized the passenger as Arturo I. Chino, 21 yoa, of Genoa, IL. Mr. Chino was known to have a valid Warrant for Failure to Appear - Unlicensed Driver. An arrest was made and Mr. Chino was able to post bond and was then released. The driver of the vehicle was issued a warning for driving with one headlight.
09/16/11 Intoxicating Compounds Arrest #11-0631
Police responded to a report of an intoxicated female huffing propane between two buildings downtown Genoa. Carrie Jones, F/W 31 yoa, of Genoa was arrested for Intoxicating Compounds and transported to DeKalb County Corrections since she was unable to post bond.
09/14/11 Accident #11-0627
Officer dispatched to an Accident at W Second Street and Emmett Street involving two vehicles. No injuries were reported.
09/09/11 Driving While License Suspended #11-0610
Police observed a vehicle travelling north on Rt. 23 with an expired registration sticker. The officer conducted a routine traffic stop which revealed the driver to be driving on a suspended Illinois license. The driver, Joseph Dunn, III, 65 yoa, of Lockport, IL was charged with Driving While License Suspended and Operating an Uninsured Vehicle.
09/01/11 Warrant Arrest for Possession of a Controlled Substance #11-0425
A warrant was issued for Brian D. Jeralds, 27 YOA, of Genoa for Possession of Controlled Substance. On July 9th at 3:35 p.m. an Officer was dispatched to the 100 block of North Locust St. for a white male unconscious in a vehicle. Mr. Jeralds was transported to Kishwaukee Hospital for a possible overdose and a zip lock baggie containing what appeared to be heroin was removed from his pocket. The contents of the baggie were tested by the Crime Lab and the results were positive for Heroin.
09/01/11 4:15 A.M. Accident involving two transport vehicles #11-0589
Police called to the 200 block of N Sycamore Street for a report of an accident involving a semi trailer and train. The driver of the semi trailer had parked the semi with the trailer just over the railroad tracks. He was later awakened by the train hitting the trailer. Driver reported no injuries.

While on stationary patrol Officer noted vehicle registered to a subject known to have a warrant for his arrest out of Boone County. Officer confirmed the warrant was active and conducted an investigative stop. Michael F. Winfield, 46 YOA, of Belvidere was arrested. Mr. Winfield was transported to the Police Department where he was able to post full cash bond and was then released.
09/01/11 Warrant Issued for Criminal Damage to Property #11-0559
A warrant was issued for Carrie Jones, F/W 31 YOA, of Genoa for Criminal Damage to Property in excess of $10,000. Ms. Jones' reckless behavior on August 23 resulted in a fire damaging two houses and a garage in the 400 block of W First Street.

While making a routine stop Officer was notified that subject had a warrant from Boone County for Retail Theft. Chris J. Negron, 22 YOA, of Genoa, IL was placed under arrest and transported to DeKalb County Corrections since he was unable to post bond.
8/25/11 03:58 A.M. Arrest Possession of Cannabis, Drug Paraphernalia 11-0563
Officer called to the 300 block W Hill for a report of a Domestic Disturbance. Upon arriving the Officer noticed in plain view drug paraphernalia which lead to the confiscation of more than 30 grams of cannabis and numerous drug paraphernalia. Veronica M. May, 21 YOA, of Genoa was arrested for Possession of Cannabis and multiple counts of Drug Paraphernalia.
8/24/11 10:20 P.M. Arrest for DUI, Illegal Transportation of Alcohol, and Driving While License Revoked 11-0562
Officer received a report of an intoxicated driver headed to Genoa. The subject had been involved in an altercation earlier in Hampshire. The vehicle was stopped by Hampshire Police and Genoa Officer arrived on scene minutes later. Driver, Chad K. Falkenberg, 35 YOA, of Genoa was arrested for Driving Under the Influence, Illegal Transportation of Alcohol, and Driving While License Revoked. Mr. Falkenberg was transported to DeKalb County Corrections.

Police were called to the 300 block of W First Street for a report of a garage fire and the sound of an explosion. Upon arrival the garage was fully engulfed in flames. Surrounding residents were evacuated and the scene was blocked off by Police and Fire Units. The Genoa Police Department is investigating with the assistance of the State Fire Marshall.

Police were called to the 200 block of South Washington for a battery that had just occurred. Upon arrival Officer spoke with the victim who stated that his neighbor was kicking at his door so he opened it and the neighbor started hitting him in the face. Officer could see injuries on the victim face. Officer spoke with Robert S. Castiglia M/W 46 YOA of Genoa about the incident. Mr. Castiglia admitted to hitting his neighbor until he said “Uncle”. Police arrested Mr. Castiglia for battery and transported him to the DeKalb County Jail where he is pending bond.
8/20/11 6:15 PM Disorderly Conduct/Aggravated Assault/Resisting a Police Officer/ Possession of Cannabis 11-0548
Police were called to the 500 Block of W. Second Street for a disorderly subject. Upon arrival Officers spoke with a neighbor of Carrie Jones F/W 30 YOA of Genoa. The neighbor stated that Ms. Jones was yelling obscenities at her children playing in the front yard. The neighbor wanted to sign a complaint for Disorderly Conduct. When the Officers told Ms. Jones that she was under arrest she ran into the house and barricaded herself into a room. Officers made entry into the room and Ms. Jones was kicking the officer and resisting arrest. The Officers were able to gain control of Ms. Jones and searched her before transporting her to the DeKalb County Jail. Officers found a small amount of Cannabis in her pocket. Ms. Jones was charged with the above offenses and transported to the DeKalb County Jail where she is pending bond.

Police were called to Browns County Market for a subject that took some items from the store. Upon arrival Officers spoke with the manager who stated that Lydia S. Chasteen-Rogers F/W 21 YOA of DeKalb took items valued at $24.60 from the store. Officer located and spoke with Ms. Chasteen-Rogers and she admitted to stealing the things from the store. She was arrested for Retail Theft and taken to the DeKalb County Jail where she is pending bond.

Police were called to the 300 block of East Main Street for a battery that had just occurred. Upon arrival Officer was advised that a Lisa R. Rogers F/W 40 YOA of Genoa started fighting with the victim for no apparent reason. Police spoke with Mrs. Rogers who refused to cooperate with police. Mrs. Rogers was arrested for Battery and taken to the DeKalb County Jail where she is pending bond.

Officer observed Thomas A. Berott, 38 YOA, of Genoa at his residence and advised him of the warrant for his arrest. The warrant was for Parole Violation with No Bond. Mr. Berott was placed under arrest and transported to DeKalb County Corrections.
08/09/11 2:45 P.M. Driving with a Suspended Drivers License 11-0515
Police observed a vehicle traveling East on Rt. 72 and ran the plate through the car computer. The computer showed the registered driver of the vehicle had a suspended driver’s license. Officer pulled over Efran Barbosa, 28 YOA from Harvard and issued him a citation for driving with a Suspended Drivers License. Mr. Barbosa vehicle was towed from the scene and he was released with a court date.

Police were notified that there was a subject at the Police Department to turn himself in on a Warrant. Officer confirmed that Todd W. Loy 39 YOA of Genoa was wanted on a warrant for Aggravated Driving under the Influence of Alcohol. Mr. Loy was unable to post the $7,500.00 bond and was transported to the DeKalb County Jail.

Police were notified that there was a subject at the Police Department to turn himself in on a Warrant. Officer confirmed that Christopher D. Rasmussen 34 YOA of Genoa was wanted on a warrant for Failure to Appear Driving under the Influence of Alcohol. Mr. Rasmussen posted $500.00 and was released with a new court date.

Police were called to Forest View Manor for a domestic Dispute. Upon arrival Police were informed of a domestic battery that had occurred. The Offender, Michael A. Riffe M/W 29 YOA from Genoa, left the residence. Police located Mr. Riffe a short time later and placed him under arrest for three counts of Domestic Battery. Mr. Riffe was transported to the DeKalb County Jail where he is waiting for a bond hearing.

Police were investigating an earlier incident when they came in contact with Carrie Jones, F/W 30 YOA from Genoa. Ms. Jones was sitting in the back yard of a property sniffing Propane. Ms. Jones was arrested and transported to Genoa Police Department where she was arrested for Unlawful use of an Intoxicating Compound. Ms. Jones was released pending a court date.

Police were called to Browns County Market for a Retail Theft. Upon arrival Police confronted the subject outside the store. Karen L. Clark F/W 54 YOA from Kingston admitted to taking things from the store. The total amount of the items stolen was $139.68. Mrs. Clark was arrested for Retail Theft and transported to the Genoa Police Department where she was released on bond.

While making a routine traffic stop for a tail light not working, Officer noticed driver, Timothy Woodard,19 yoa of Beloit, WI appeared to be sleepy. When the Officer first asked Mr. Woodard if he knew where he was, he was uncertain of what town he was in. He then admitted to be in possession of cannabis. An inspection of the vehicle turned up drug paraphernalia as well. Mr. Woodard was unable to secure bond and was transported to the DeKalb County Jail.

Police responded to a domestic dispute in the 100 block of N. Sycamore St. When officers arrived they spoke with the victim who stated that her estranged husband came over to her house and broke her TV and microwave. Martin G. Parra 47 YOA from Genoa was arrested for criminal damage to property. Martin was released after posting bond.

Police were notified of a warrant for a Melissa M. Adamicki 35 YOA from Round Lake. Melissa was wanted for failure to appear on a traffic offense out of Kane County. Melissa was arrested, posted bond on the warrant and was released.

Police arrested a man for Reckless Conduct after receiving a call of a person pointing a gun out of a window near Main and Monroe. The subject, Jared M. Cornwell, 24 yoa of Genoa stated he was cleaning his gun.

Police received call of an intoxicated female head-butting individuals at a residence and refusing to leave. After police arrived Lisa R. Rogers continued to make harmful threats and was arrested for Battery.

Vandalism to Property
The Genoa Police Department has taken several calls this year for vandalism to property. We would like to ask people to contact our dispatch center if you hear anything out of the ordinary in your neighborhoods. Most of the damage is occurring between 10:00 P. M. and 3:00 A.M... If you hear suspicious noise or your dog starts barking call (815)784-2526. This would be a good time to remind everyone that curfew is from 11:00 P.M. to 6:00 A.M. every day of the week for anyone less than 17 years of age.

Officer responded to a report of an intoxicated male subject allegedly drinking beer in a business in the 500 block of E. Main Street. The subject, Edgar G. Marr, Jr., 57 yoa was served notice in October of 2010 that he was not permitted on the property. Mr. Marr was arrested for Criminal Trespass.

Officer stopped a vehicle belonging to Andrew D. Copeland, 22 yoa, of Kirkland for having a tail light out. The registration check showed the registration was suspended for non-insurance and Mr. Copeland's license was suspended with the State of Illinois. Mr. Copeland was issued three tickets; Operating an Uninsured Vehicle, Driving While License Suspended, and Registration Suspended for Non-Insurance.

Officer stopped a vehicle for following too close. While speaking with the driver Stella M. Jeser, 21 yoa, of Elgin the Officer detected an odor of alcohol and noticed open containers of alcohol in the vehicle. Ms. Jeser was charged with Illegal Transportation of Alcohol and Following Too Closely. The passenger, Brian D. Point, 25 yoa, of St. Charles was also charged with Illegal Transportation of Alcohol.

Police received a call of a domestic disturbance in the 100 block of Robinson Street between Royce E Banner, 37 yoa and a 16 yoa male juvenile, both from Genoa. Police arrested Mr. Banner for two counts of Domestic Battery; he was transported to the DeKalb County Jail pending bond to be set by a judge.

Police arrested woman after receiving a report of a Criminal Trespass to a local retailer. Suzanne K. Conway 45 yoa did knowingly enter the store on 5/05/11 after having been served a No Trespass Order. A phone call was made to Suzanne K. Conway at which time she confirmed the events. She came to the Police Department to turn herself in. She was released after posting bond and was given a court date.
5/5/11 2:18 P.M. Assist Marengo Police Department/Driving with a suspended drivers license 11-0237
Police were notified of a high speed chase that occurred in Boone County. Police were asked to look for a white cargo van last seen traveling south on Genoa Rd. Officer observed the van as the call was coming out. The van pulled into the Genoa Middle School. Officer pulled in behind the vehicle and two subjects got out of the vehicle. Officer confronted the subjects and took them into custody. The Middle School was notified of the situation and placed the school on lock down so the subjects would not enter the school. Marengo Police came to the Middle School to question the subjects for a burglary they were suspected of in Marengo. Marengo Police took custody of the subjects and transported them to Marengo. The driver, James A Wilkinson 36 yoa from Minooka, was issued a traffic citation for driving with a suspended drivers license. The passenger Butch J. Kochenburg 34 yoa from Worth, Il was wanted on a warrant for probation violation.
5/3/11 7:04 P.M. Traffic Accident 11-0234
Police were called to the 600 Block of East Main Street for an accident where a vehicle struck the front of a business. The driver of the vehicle, Robert Evans 29 yoa from Belvidere, stated that he pressed on his brakes and they didn’t work, causing him to hit the front of the business. There were no injuries to the driver or any of the occupants inside the business. The vehicle sustained damage to the front bumper and hood. The business sustained extensive damage to the brick structure and front windows. Mr. Evans was issued a citation for driving an uninsured motor vehicle, and released on bond.
5/1/11 4:39 A.M. Possession of Cannabis 11-0227
Police stopped a vehicle at Illinois Route 23 and Derby Line Road. While speaking with the driver, Bradley T. McGee 20 yoa from Sycamore, officer smelled a strong odor of Cannabis coming from the vehicle. Mr. McGee told the officer there was cannabis in the center council of the vehicle. Mr. McGee was arrested and transported to the Genoa Police Department where he posted bond and was released with a court date.
3/25/11 7:51 A.M. Deceptive Practice 11-0175
Police arrested a Genoa man after an investigation into a deceptive practice charge. On 4/7/11 police were notified by three local retailers that they had received several checks that were written on a closed account. Danny T Dunston 41 yoa age from Genoa wrote several checks out to area retailers in the amount of $825.39 knowing the account was closed. Due to the large amount Mr. Dunston was charged with a class 4 felony for deceptive Practices. A warrant was issued on 4/17/11.
4/18/11 11:34 A.M. Forgery 11-0183
Police arrested a Genoa woman after an investigation into forged checks that were passed at one Genoa retailer. Lisa R. Rogers passed four checks in the amount of $505.17 from an account that was closed. The checks were issued in another females name and address. Police spoke with the owner of the checks and she advised she didn’t know the checks were missing until the police notified her. Mrs. Rogers was arrested 12 counts of Forgery. A warrant has been issued for her arrest.
4/23/11 10:30 P.M. Speeding/No Valid Driver’s License/No Insurance 11-0200
Police were notified of a possible reckless driver coming into town on Route 72. After police observed the vehicle they clocked the vehicle traveling 50 mph in a 30 mph zone. Police pulled the vehicle over and spoke with the driver of the vehicle. Innacio D. Jimenez 25 yoa from West Dundee advised police that he didn’t have insurance on the vehicle. Mr. Jimenez also told police that he didn’t have a driver’s license. Mr. Jimenez was arrested for speeding, no insurance and driving without a driver’s license.
It is illegal to shoot off fireworks in Genoa
Section 5-4-3-1 of the City of Genoa Ordinance states: No person shall possess, sell, offer for sale, use or explode any fireworks in the City. Officer will be writing tickets to offenders. The fine for this ordinance is $100.00. Residents are encouraged to call the Police Department at (815)784-2526 to report violations of this ordinance.

While on patrol officer observed a vehicle driving on IL. Rt. 23 with no headlights when required. Officer pulled the vehicle over and spoke with the driver Maria A. Dominguez, 29 YOA of DeKalb. The driver didn’t have a driver’s license. She was given a warning for driving with no headlights while required and issued a Citation for Driving With a Suspended Drivers License.

Officer was running stationary patrol at IL. Rt. @3 and Derby Line Road and observed a vehicle traveling north bound on IL. Rt23 at a high rate of speed. Radar showed the vehicle traveling 59 MPH in a 45 MPH zone. Officer pulled vehicle over and the driver of the vehicle had no valid driver’s license. The driver, Jesus Cruz-Torres 26 YOA of Poplar Grove was arrested for Speeding and Driving with No Valid Driver’s License.

Officer was running radar on West Main Street. Officer observed a vehicle travelling south at a high rate of speed. The radar showed the vehicle traveling 43 in a 25 MPH zone. Officer pulled the vehicle over and the driver gave the Officer a driver’s license out of Wisconsin that was expired. The driver, Jorge Diaz-Bedoy 25 YOA of Madison, Wi. was arrested for Speeding and No Valid Driver’s License.

Police stopped a vehicle after discovering the driver may have a warrant. The driver of the vehicle was not the registered owner. A check of Michael A. Pro 41 yoa of Rockford, driver’s license showed that his license was suspended. Mr. Pro was transported to the Genoa Police Department where he posted bond after being charged with Driving while his License was suspended.

Police observed a vehicle speeding on Sycamore Street. Police pulled the vehicle over and detected an odor of burnt cannabis coming from inside the car. Police asked the driver identified as Kerry A Jennings 18 YOA of Ridott, Illinois to step out of his vehicle. Officers searched the vehicle and found Drug Paraphernalia and Cannabis along with alcohol. Mr. Jennings was placed in hand cuffs and transported to the Genoa Police Department for Processing. Mr. Jennings was unable to post bond and was transported to the DeKalb County Jail
Unlawful Sale of Tobacco to a Minor 2/28/11 4:00 P.M. 11-0085
On 2/28/11 the Genoa Police conducted a tobacco compliance check on tobacco retailers within the community. The Genoa Police Department receives a Grant from the Illinois Liquor Control Commission to conduct three separate rounds of compliance checks for the sale of Tobacco to a minor. Two retailers’ employees sold tobacco products to a minor sent in by the police department. Devansh V. Patel 25 YOA of Palatine sold to the minor out of Genoa Liquor. Marcie A. Guerrero 32 YOA of Genoa sold to the minor out of the BP Amoco. Both subjects were arrested and released pending a court date.
AGGRAVATED CRIMINAL SEXUAL ABUSE 2/20/11 11-0070
Police were notified on February 22, 2011 of an Aggravated Criminal Sexual Abuse. After a thorough investigation, police obtained a warrant on Steven M. Massingill 26 YOA of Genoa. Steven was arrested for Aggravated Criminal Sexual Abuse after having sexual relations with a minor. Bond for the warrant was set at $50,000 or 10%. Steven turned himself in on Saturday and posted $5,000 and was released pending a court date.

Police found a vehicle parked occupied in the 100 block of Winding Trail. Police investigated the incident and found a 15 year old female and 20 year old male in the vehicle. Parents were called to pick up the 15 year old female. Paraphernalia and Cannabis were found in the vehicle. Nathan A. Hamacek 20 YOA of Elgin was arrested for Possession of Drug Paraphernalia and Possession of Cannabis. Mr. Hamacek was transported to the Genoa Police Department where he posted bond and was released with a court date.

Police pulled a vehicle over on First Street after observing the vehicle turn without a turn signal. Officers could detect a strong odor of alcohol coming from the driver’s breath. Officers administered field sobriety test which the driver failed. Officers arrested Kristine M. Montalbano, F/W 44 years old from Genoa, for failure to signal/ No insurance/ Driving Under the Influence of Alcohol/ and Possession of Drug Paraphernalia/ Unlawful Possession of Cannabis. Ms. Montalbano was released after posting bond.
Attention Genoa Resident
We are taking this opportunity to inform you that the City Council recently adopted ordinances to enhance the effectiveness of snow plowing operations and the snow route has been expanded to cover all City streets. These new parking regulations for the community will begin as of January 1, 2011 and be in force until March 31, 2011. This will continue annually from each December 1 until March 31.
1. Street parking is not allowed between the hours of 2:00 a.m. until 5:00 a.m. Vehicles parked on the City streets will be subject to being issued a citation.
2. Street parking is not allowed on City streets during a snow event when the snowfall reaches or exceeds 2 inches. Violators of this offense will also be subject to receiving a citation.
3. Residents may call the Genoa Police Department at (815)784-6633 between 8:30 A.M. and 5:00 P.M. and request a waiver for overnight guests. If you realize a guest will be coming after 5:00 P.M. you may call DeKalb County Dispatch at (815)784-2526 and ask to speak with an Officer.

Police responded to a one car accident that occurred at the intersection of East Main Street and North Brown Street. The vehicle hit a utility pole at that intersection. Officer ran the drivers license and discovered the driver was driving with a suspended driver’s license. The driver was arrested for Driving with a Suspended Drivers License and released after posting bond.
Criminal Damage to Property 12/4/10 7:30 P.M. 10-0611
Police were called to Dollar General for a reported Criminal Damage to Property. Officer spoke with a subject who stated the tires on his car were punctured. After an investigation Police arrested Rachel N. Donlea 33 YOA of Genoa. She was charged with Criminal Damage to Property.
Unlawful Violation of an Order of Protection 11/2/10 10:33 A.M. 10-0602
Police responded to the 300 block of East Main Street for an Unlawful Violation of an Order of Protection. Upon arrival Officer confirmed an active order was in place. The Order stated that the offender, David L. Allen 34 yoa of Genoa, was prohibited from contacting the protected party by phone unless the conversation was about their minor child. Mr. Allen was calling the protected party and swearing at her and calling her names. This is a direct violation of the Order of Protection. Mr. Allen was taken into custody and transported to the DeKalb County Jail where he is pending bond being set by the Judge.
Unlawful Possession of Cannabis/ Unlawful Possession of Drug Paraphernalia 11/2/10 8:47 P.M. 10-0604
While on patrol Officer observed a vehicle parked at Chamberlain Park. The park is closed at dark and there are signs posted advising this. Officer approached the vehicle and detected an odor of cannabis coming from inside the vehicle. While the officer was speaking with Amanda N. Leady 19 yoa of Genoa he found her to be in possession of drug paraphernalia and cannabis. Ms. Leady was arrested and transported to the police department. Ms. Leady was released after posting bond on the charges.
Unlawful Sale of Tobacco to a Minor 11/30/10 5:07 P.M. 10-0600
Police conducted a tobacco compliance check on all retailers in the community. At 5:07 P.M. the agent entered the BP Amoco in Genoa and purchased tobacco products from the teller, later identified as Katherine M. Snyder 53 yoa of Genoa. Police went back to the store after the compliance check was completed and arrested Katherine.
Traffic Accident/ Driving with a Suspended Drivers License 11/24/10 8:37 P.M.10-0591
On 11/24/10 police responded to an accident at the corner of Cherry Tree Lane and Forest View Drive. The Driver of Unit #1 lost control while turning onto Cherry Tree Lane from Forest View Drive. Unit #1 struck unit #2, which was parked along the road. Robie Alan Robertson 29 yoa of Kingston was cited for Driving on a suspended driver’s license. He was the driver of unit #1.
Failure to Reduce Speed to Avoid an Accident 11/29/10 6:30 A.M. 10-0597
Police responded to an accident involving three vehicles in the 200 block of West Main Street. The driver of Unit #1, Jarett J. Neuenfeld 24 yoa of Poplar Grove, was looking for something in his vehicle and crossed the oncoming lane and struck two vehicles parked in the 200 block of West Main Street. All three of the vehicles were towed from the scene due to damage. Mr. Neuenfeld was issued a ticket for failure to reduce speed to avoid an accident.
Driving Under The Influence of Alcohol 11/17/10 11:50 A.M. 10-0582
Police responded to the corner of Main Street at Sycamore Street for a subject that dropped his motorcycle. Upon arrival Officer spoke with the owner of the motorcycle and detected a strong odor of an alcoholic beverage coming from his person. Genoa Kingston Rescue arrived to check the driver out. The driver Scott A. Mattson 49 YOA of Huntley was transported to Kishwaukee Hospital for an evaluation. Officer arrested Scott A. Mattson for driving under the influence of alcohol. Scott was released after posting bond.
No Valid Drivers License/No Insurance 10/8/10 9:30 P.M. 10-0517
Police observed a vehicle traveling south on Illinois Route 23. The driver of the vehicle stopped at Derby line Road and pulled out n front of another vehicle. Police pulled the vehicle over and identified the driver as Maria Dominguez, 29 yoa of DeKalb was issued citations for No valid drivers license and no insurance on the vehicle.

Police observed a vehicle heading west bound on Illinois Route 72. The vehicle crossed the center lane several times. Police pulled the vehicle over and detected a strong odor of alcohol coming from the vehicle. The driver Gerardo Sharif 28 yoa of Genoa was arrested for Driving Under the Influence of Alcohol and Unlawful Possession of Drug Paraphernalia. The driver was transported to the DeKalb County Jail pending bond.

Police were on patrol in the 700 block of Hawthorn Ct. when they observed two subject sitting in a vehicle. Police stopped to speak with the subjects and detected a strong odor of burnt cannabis coming from the vehicle. The Genoa K-9 alerted on the vehicle. Police found an aluminum pipe in the vehicle. The driver of the vehicle admitted to smoking cannabis in the vehicle prior to the Police arriving. A minor of Genoa was cited for possession of drug paraphernalia and released to a parent.
Domestic Battery/ Unlawful Restraint/ Criminal Sexual Assault 9/4/10 12:30 A.M. 10-0348
Police were notified of a possible Criminal Sexual Assault that occurred on 7/4/10. The juvenile victim came into the police department and stated that her ex-boyfriend Jeremiah J. Picurro took her to his residence and hit her several times in the stomach. Mr. Picurro then threw her onto his bed and held her there against her will. Mr. Picurro then had sexual intercourse with the victim against her will. Police collected evidence and interviewed any witnesses. On 9/9/10 police were able to obtain a warrant for two counts of Domestic Battery, one count of Unlawful Restraint and one count of Criminal Sexual Assault.

Police responded to the 200 block of N. State Street for a domestic situation. While speaking with the Juvenile victim police noticed there were marks on his neck from the confrontation with the offender. Shane Caise 22 yoa of Genoa was arrested for Domestic Battery and transported to the DeKalb County Jail.
DUI 9/10/10 10:55 P.M. 10-0463
Police heard a loud car at Washington and Main Street. Police pulled the car over and made contact with the driver, Benjamin C. Wegner 28 yoa of Genoa. Police observed the vehicle had appeared to be in a traffic accident recently. The air bags were deployed in the vehicle and the windshield was blown out. The driver had an odor of alcohol coming from his person. The driver failed the field sobriety tests. The driver had minor injuries and an ambulance was called to treat Mr. Wegner. He was arrested for Driving Under the Influence of Alcohol. Mr. Wegner was released after posting bond.
Unlawful Possession of a Controlled Substance 8/1/09 10:30 P.M. 09-0628
Police were monitoring traffic in the area of Illinois Rt. 72 by the High School on 8/1/09. Officer observed a vehicle traveling west bound on Rt. 72. The vehicle did not dim the head lights for on coming traffic. Officer pulled the vehicle over and observed the rear seat passenger moving around in the vehicle. Officer searched the vehicle and found a small baggie containing white pills. The pills were sent to the Illinois State Crime Lab for testing. The analysis from the crime lab showed the substance to be a controlled substance. A warrant was issued on 9/9/10 for Derek J. Jones, 20 yoa of Genoa. Bond for the offense was set at $5000.00.
Speeding/ Driving while License Suspended 9/8/10 3:05 P.M. 10-0456
Officer was running radar at Rt. 23 and Hill Street. Officer observed a vehicle traveling south on Rt. 23 at
40 MPH in a 20 MPH school zone. Officer pulled the vehicle over and identified the driver as Kaleigh D. Sutherland 19 yoa of Genoa. Officer ran a check of Kaleigh’s driver’s license and found it to be suspended. Kaleigh was charged with speeding in a school zone and driving with a suspended driver’s license.
Driving while License Suspended/ No Valid Proof of Insurance 9/6/10 8:11 P.M. 10-0453
Police observed a vehicle traveling on Illinois Route 23 at Illinois Route 72. The vehicle traveled in the wrong lane for a short time. Officer ran the Illinois registration and discovered the driver to have a suspended driver’s license. The officer pulled the vehicle over and the driver wasn’t able to show proof of insurance. Steven M. Jorgensen 51 yoa of Genoa was issued citations for driving while license suspended and no valid proof of insurance.
Aggravated Battery, Mob Action, Unlawful Use of a Weapon 8/9/10 8:43 P.M. 10-0404
Police obtained warrants on two subjects after an investigation into an incident that occurred on 8/9/10. Police were called to the east alley in the 100 block of North Stott Street for a battery report. Upon arrival police were advised that three subjects jumped the victim and one of the subjects hit the victim with brass knuckles. The victim was transported to Kishwaukee Hospital to be treated for the injuries. Police conducted an investigation into the incident in cooperation with the DeKalb County State’s Attorneys Office. On 9/2/10 Police got warrants for a Juvenile, 17 yoa of Davis Junction, charged with Aggravated Battery, Mob Action, and Unlawful Use of a Weapon. Bond for these charges has been set at $10,000. Scott A. Hibbing 18 yoa of Sycamore was charged with Mob Action. Bond for this charge was set at $5,000.
Domestic Battery 9/1/10 1:44 P.M. 10-0438
Police were called to the 700 block of Redwood Court for a possible fight call. Upon arrival police found two vehicles parked in the street with one of the cars blocking the other one from moving. Police spoke with a female victim who stated that her ex-boyfriend has been following her. The offender Jonathon R. Fritz 20 yoa of DeKalb blocked the victim in and started arguing with her and grabbed her keys from the ignition. The victim 16 yoa age from Genoa exited her vehicle attempting to get her keys. Mr. Fritz then pushed her causing her to fall into the curb. Police arrested Mr. Fritz for two counts of Domestic Battery; he was transported to the DeKalb County Jail where he was pending bond to be set by a judge.
Warrant Arrest 9/2/10 12:30 P.M. 10-0440
Police were notified by the Illinois Department of Corrections that a subject may be living in the 300 block of South Washington with a warrant from the Department of Corrections. Police went to the residence and placed Steven E. Newbolds 30 yoa of Genoa under arrest for the warrant. He was transported to the DeKalb County Jail.
Improper Lane Usage, Driving Under the Influence of Alcohol 9/3/10 1:17 A.M. 10-0441
Police observed a vehicle traveling on Washington Street and Main Street. The vehicle crossed the center line. Police pulled the vehicle over and identified the driver as Mark E. Rowland 51 yoa of Genoa. Police suspected the driver was driving under the influence of alcohol. The driver failed the field sobriety test. The driver was charged with two counts of Driving Under the Influence of Alcohol and for Improper Lane Usage.
Driving while Revoked/No Valid Insurance 9/1/10 12:12 P.M. 10-0437
Police observed a subject traveling west bound on Main Street. Police know the subject from previous contact with the subject. Police knew her driver’s license was revoked. At 12:12 P.M. police pulled the vehicle over and asked for the insurance on the vehicle. The driver Elizabeth Rapp 29 yoa of Genoa stated that the insurance card had expired. Elizabeth was issued citations for driving while her license was revoked and no valid proof of insurance.
Domestic Battery 8/22/10 5:39 A.M. 10-0422
Police were called to the 700 Block of Hawthorne Lane for a domestic disturbance. Upon arrival the officer spoke with the Complainant. The Complainant advised she was asleep in her bedroom and her husband woke her up playing video games. She said that they got into an argument and he started throwing things at her and her daughter. The Offender, Donald K. Roddan 44 yoa of Genoa was aggressive toward his wife and step daughter while the officer was there. The wife feared if he didn’t leave she would be battered. Mr. Roddan was arrested for Domestic Battery for throwing things at the complainant.
Unlawful consumption of Alcohol by a minor 8/21/10 11:32 P.M. 10-0421
Police stopped a vehicle for speeding at West Main Street and Main Street. The driver Luis F. Gomez 19 yoa of Genoa was issued a citation for speeding. There were open containers of beer in the vehicle. The passengers admitted to the alcohol being theirs. Both passengers were tested for alcohol in their system and the results came back positive. Jose M. Torres-Rangel 19 yoa of Genoa and Manual R. Flores 20 yoa of Genoa were arrested and taken to the police department where they were charged with Unlawful Consumption of Alcohol by a Minor and released on an I-bond
Battery 7/19/10 11:46 A.M. 10-0379
Police were called to the 200 block of South Locust Street for a fight that was over. The officer spoke with the victim and he stated he was standing outside his residence and Johnathan E. Delnagro 32 yoa of Genoa came by his residence and tried to punch him in the face. The victim was able to stop the punch and threw Mr. Delnagro to the ground. While on the ground Mr. Delnagro grabbed the victim by the hair and pulled out a handful of hair. Mr. Delnagro then left the scene on a bike. Police were unable to make contact with Mr. Delnagro at his residence and obtained a warrant for his arrest on 7/20/10. Mr. Delnagro found out about the warrant and turned himself in to the Genoa Police. Mr. Delnagro posted bond and was released.
Driving Without a Driver’s License 7/9/10 8:07 P.M. 10-0358
Police were notified of a suspicious vehicle sitting in the 200 block of Winding Trail. Police stopped and spoke with the driver of the vehicle. He said he had business with someone on the 200 block of Winding Trail. Police ran the driver, Salomon Ramirez-Torres 42 YOA of Carpentersville, and discovered he didn’t have a valid Illinois license.

Police responded to the 700 block of Tyler Street for a domestic dispute between a wife and husband. While responding to the call the complainant advised the telecommunication center that his wife struck him in the face and left the residence. Police observed the vehicle driving away from the scene and stopped the vehicle. The driver, Kimberly M. Palomar 34 YOA of Genoa, stated she got into an argument with her husband and slapped him. The victim did not want to cooperate with police. Mrs. Palomar was arrested for Domestic Battery and transported to the DeKalb County Jail where she is pending bond.

Police were called to the 900 block of Wilshire Apartments for a fight. Upon arrival police observed one subject, Frank E. Morgan 46 yoa of Genoa, yelling at another male. The suspect started after the victim while police were there and was subdued and placed in a squad car. Both the victim and offender were treated on scene by the Genoa Kingston Ambulance. Mr. Morgan was arrested for battery and transported from the scene.

Police ran a random check of a license plate. The registered owner of the vehicle, Pedro Luevano 45 YOA of Belvidere, has a suspended driver’s license. Officer pulled the vehicle over and identified the driver as the registered owner. Mr. Luevano was issued a citation for driving while license suspended.

Police observed a vehicle speeding on Illinois Route 72. The officer followed the vehicle and observed the vehicle swerve several times. Officer pulled the vehicle over and detected a strong odor of alcohol coming from the driver, Javier Rosales 56 YOA of Carpentersville. Mr. Rosales was arrested for speeding and driving under the influence of alcohol.

Police were running stationary radar in the 200 block of West Main Street when they observed a blue Chevy Blazer traveling at a high rate of speed. Police clocked the vehicle traveling 38 MPH in a 25 MPH zone. Police stopped the vehicle and identified the driver, Iris C. Rosales 21 yoa of Elgin. Police ran a check of Iris driver’s license and found it to be revoked. Iris was issued citations for Speeding and Driving while Revoked.

Police ran a routine registration check on a vehicle traveling west on Rt. 72 that indicated that the registered owner was suspended. An officer stopped the vehicle and spoke with the driver, Michael L. Kendal 51 yoa of Genoa. Michael was issued a citation for driving with a suspended driver’s license.
No Valid Drivers License 5/7/10 3:21 AM 10-0224
Police ran a routine registration check on a vehicle traveling north on Eureka Street that indicated the registered owner did not have a valid drivers license. An officer pulled the vehicle over and spoke with the driver, Elfrain Pizano 26 yoa of Genoa. The driver indicated he knew he didn’t have a valid driver’s license. He was arrested for this violation and his vehicle was impounded and towed from the scene.
Driving Under the Influence 5/7/10 10:22 PM 10-0226
While an officer was on a traffic stop on Rt. 72 and Market Street with the emergency light flashing a vehicle driving west on Rt. 72 almost struck the officer. The officer initiated a traffic stop on the vehicle. While following the vehicle the officer observed the vehicle go off the road and cross the center lane avoiding a head on accident. The officer got the vehicle pulled over and approached the driver, Cody a. Knur 23 yoa of Genoa. The officer detected an odor of alcohol coming from the driver. The driver was arrested for Failure to Reduce Speed when Approaching an Emergency Vehicle, Illegal Transportation of Alcohol and Driving Under the Influence of Alcohol. The drivers vehicle was impounded and towed from the scene.
Driving Under the Influence 5/1/10 6:08 PM 10-0210
Police were notified of a driver coming into town that was driving in an erratic manor. Officer followed the vehicle and observed the vehicle cross the center lane. The vehicle started to pull into the Country View Apartment complex. The vehicle had started into the turn and had to stop abruptly to avoid oncoming traffic. Officers pulled the vehicle over and detected an odor of alcohol coming from the driver. The driver, Manuel Flores-Rangel 20 years of age from Genoa was arrested for Driving Under the Influence of Alcohol with over three times the legal limit for alcohol in his system, Illegal Transportation of Alcohol, and Improper Lane Usage.
Unlawful Failure to Register as a Sex Offender 4/26/10 9:18 PM 10-0201
Police were notified of an unregistered sex offender living at a residence in the 700 block of Redwood Court. Officer confirmed that Charles E. Hohman was living at the residence and not registered with the Genoa Police Department. Charles was arrested for Unlawful Failure to Register as a Sex Offender, a class 3 Felony. Charles was taken to the DeKalb County Jail where he is pending bond.
Traffic Accident 4/26/10 7:23 PM 10-0200
Police were notified of a car verses pedestrian accident. Officers responded to the 300 block of West Hill Street and spoke with the minor injured in the accident. The minor stated that she was sitting on the pavement in a parking lot and the vehicle started backing up. The driver of the vehicle said she thought all the kids moved. When the driver heard the screaming from the minor she stopped and pulled up. The minor was taken by Genoa Rescue to the hospital with minor injuries.
Domestic Battery, Felony 4/17/10 10:30 AM 10-0187
Police responded to the 900 blk. of West Main Street on a report that a man was punching a woman in the front yard of the residence. The officer arrived and spoke to the victim who did not wish to make a report or have the offender, Anthony C. Swinson 32 yoa of Genoa, arrested. She stated that she was not injured. Mr. Swinson was located a short time later and arrested for Domestic Battery based on witness statements. He was taken to jail to be held for bond and has multiple arrests for this offense.
Possession of Cannabis, Resisting Arrest 4/14/10 9:00 PM 10-0184
Police stopped a car for a minor lighting violation and spoke with the driver, a 17 year old Male from Kingston. As the officer was issuing a warning for the violation the police canine team arrived and conducted a routine “sniff” of the area surrounding the car. This enraged the 17 year old driver who got out of the car and demanded that the dog was not going to search his vehicle. As the original officer spoke with the driver the police canine “alerted” on the vehicle indicating the possible presence of cannabis. The driver then grabbed the canine officer by the arm again insisting that he was not going to allow him to search his vehicle. He was promptly placed under arrest but decided to resist the efforts of the officer to take him into custody and a struggle resulted during which the officer and the 17 year old were injured. A small quantity of cannabis along with a pipe commonly used to ingest the substance was found in the vehicle. The 17 year old refused medical treatment for his minor injuries, the officer did not require hospitalization. The 17 year old will be referred to juvenile court services.
Felony Retail Theft, 4/13/10 10:25AM 10-0181
Police responded to Brown’s County market on a shoplifting complaint. The store manager had the suspect in custody and had recovered the items stolen. The officer conducted a preliminary investigation and arrested Nicole M. Rodriguez, 25 yoa of DeKalb. The officer confirmed that Ms. Rodriguez has been arrested, charged and convicted for retail theft in the past to the misdemeanor charge was upgraded to a felony. Police are still seeking her accomplice who fled the scene in a vehicle. She was taken in to the DeKalb County jail to be held for bond.
DOG VIOLATIONS

Dog owners are responsible for their pets!
Police have been responding to a surprising number of complaints concerning dogs including, Dogs Running at Large, Barking Dogs, and Dogs without a City License.
Loose dogs will be impounded and released back to the owner after payment of the $20 impound fee with proof of a city license (requires proof of rabies vaccination).
The owner can be cited for permitting the dog to run, no city license and any other apparent violations. These violations are $45 each!
Dogs not claimed the same day they were picked up are transferred to county animal control where owners face additional fines and fees.
